As the landscape of student safety and mental health continues to evolve, California is leading the charge with bold new mandates aimed at protecting students through something nearly every middle and high school student carries: their ID card.
Effective July 1, 2025, California public, private, and charter schools serving grades 7–12, as well as colleges and universities, are now required to include critical contact information for mental health and domestic violence support services directly on student ID cards. This builds upon existing legislation and introduces a new provision allowing the use of QR codes to provide access to local mental health resources.
At ADVANTIDGE, we’ve supported schools and their service providers for over 20 years with school ID card solutions that ensure compliance, safety, and efficiency. Today, we’re helping California’s schools navigate this important update by providing streamlined, practical solutions for ID card issuance ahead of the 2025–26 school year.
California has introduced and enforced two key laws to address mental health and safety through ID card mandates:
Requires the National Suicide Prevention Lifeline: 1-800-273-8255
Allows for a URL link to the mental health website of the school’s local county
Requires the National Domestic Violence Hotline: 1-800-799-7233
Applies to all public and private schools issuing ID cards
Local suicide prevention hotline
QR code linking to local county mental health resources
Public, Private, and Charter Schools (Grades 7–12)
Community Colleges and Universities
School District Administrators
School Photographers and Service Providers
These requirements apply to any institution that issues student ID cards—and with over a million students affected annually in California alone, the operational impact is significant.
These mandates come during peak registration periods, when school ID cards are mass-produced in a tight timeframe. The requirement to add multiple lines of hotline information—and potentially a QR code—can overwhelm existing ID card templates and printing systems.
Many schools and school photographers only use single-sided ID card printers
Most designs already use the entire ID card’s front
Compliance must not compromise visual clarity or student privacy
After helping hundreds of schools meet compliance standards nationwide, we’ve identified two proven solutions tailored for different printing setups:
Solution: Pre-Printed Back Side Cards
The fastest and most cost-effective option. ADVANTIDGE provides pre-printed PVC cards that already include:
National Suicide Prevention Lifeline
National Domestic Violence Hotline
Crisis Text Line and QR code for website to local resources
This allows you to print your standard front-side template without needing any software changes or additional labor—ensuring a smooth process for registration season.
Note: Ideal for schools using basic card printers or outsourcing photography services
Solution: Redesign Your Template for Compliance
If you already use a double-sided printer, ADVANTIDGE can help you easily integrate the new required and optional information by:
Redesigning your ID templates using your existing software
Providing hands-on training for your staff to update designs
Upgrading your software to unlock double-sided printing capabilities
We’ll ensure your updated template is compliant, readable, and professional, while preserving branding and student photos.
Note: Ideal for school districts with in-house printing teams or advanced ID systems
As your trusted partner in school ID card solutions, ADVANTIDGE is here to help you stay compliant, save time, and support student safety—all without slowing down your operations during back-to-school season.
